Trade Compliance Manager

Overview:
MacTaggart Scott are looking to recruit a Trade Compliance Manager, to work within Import and Export Department. The post holder will work with minimal supervision and report to the Commercial Director.
Role:
The successful candidate will be the Named Authorisation holder for the HM Revenue and Customs “Customs Warehousing” and “Inward Processing Relief” authorisations and maintain those authorisations in accordance with HMRC rules. They will ensure that MacTaggart Scott maintains 100% compliance in all customs and compliance matters for both United Kingdom and Foreign. Will be responsible for ensuring MacTaggart Scott processes for Trade Compliance are up to date.
Duties will include:
- Maintaining the Customs Declaration Service (CDS) portal on the Government gateway ensuring that the EORI data for customs agents is accurate and that the HMRC deferment account is actively managed and topped up where required.
- Maintaining MacTaggart Scott’s export UK licences on the Government SPIRE system, applying for new licences and reporting to the Department of International trade when required.
- Maintaining MacTaggart Scott’s US ITAR technical assistance agreements, ensuring that sublicencee list are correct and that the details within the TAA are up to date.
- Advocating and influencing key stakeholders / functions within MTS to ensure full compliance with legislation.
Processes & Documentation
- Managing import, export and HMRC authorisation issues in such a way that all deadlines can be met.
- Developing all required company processes to ensure compliance in all areas procurement policies, procedures, processes.
- Managing the Export Control approval process on IFS
- Managing, control, check or assist with issuing of all import/export documents.
- Maintaining high level of accuracy concerning HMRC/BIS procedures and thus avoiding penalties and ensuring compliance.
- Ensuring that all necessary import/export processes are established, understood, and being complied with throughout the business on an ongoing basis and undertake internal audits as appropriate to ensure continuing good practice.
Regulatory
- Ensuring compliance to all regulations regarding imports, exports, and trade compliance.
- Ensuring the Company is aware of current and future legislative requirements.
- Ensuring the Company has processes, procedures, and policies in place to comply with required legislation.
Finance
- Providing input into the MTS gate review process where export control has an impact on finances.
- Ensuring that Invoicing for customs matters is correctly apportioned with finance.
- Proactively identifying where the HMRC DAN1 requires top up and work with the Treasury Manager to ensure that goods are not delayed at UK Customs for insufficient funds in the DAN1.
- Managing daily running import and export processes in a cost-effective way.
Relationships
- Building strategic, professional, and ethical relationships with internal clients and external entities in the industry.

- Influencing, where required, across the business and work with teams across the business to drive learning and good practice.
Compliance, Reporting & Monitoring
- Reporting accurately and timeously on relevant management information (including audits) to appropriate staff.
- Ensuring compliance across the business.
- Implementing and maintaining value add, workable procedures across the business.
- Personally, handling actual and suspected non-compliances.
- Coordinating of various departmental activities to ensure the meeting of import/export deadlines.
Strategy
- Planning and implement import/export strategy and activities consistent with overall aims and requirements staying cost effective to organizational targets.
- Working within the MTS Plan on a Page framework to establish improvements in departmental metrics.
Training and Development
- Developing members of the trade compliance team to;
- Identify and promote trade compliance training within the business.
- Maintain local copies of training records that are routinely required at Customs audit.
- Maintain the “Strong and Herd LLP” One call consultancy service.
- Work with External providers to identify and implement cost effective training for MTS staff at all level of the business.
Liaison/Communication
- Ensuring communication across the business in all matters concerning the role
- Liaising with all key functions across the business internally (Commercial, Supply Chain, Engineering, Despatch, Goods in, Project Management et al….) as well as all outside stakeholders (Suppliers, Governmental Bodies…).
- Leading and supervising Trade Compliance Officer to ensure efficient and effective management of all import and exports and to grow and develop the skills and knowledge of that person.
Essential skills, experience and knowledge requirements:
- IQ Level 3 Organization Award in Security and Customs Management Systems for the Supply Chain – or Equivalent.
- Must satisfy the minimum standards of competence as set out in AEO Guidelines.
- Have Practical experience of a minimum of 3 years in customs matters.
- Hold a recognized qualification in Customs matters.
- Detailed understanding OF COMPLIANCE REQUIREMENTS ACROSS Imports, Exports, EAR, ITAR and all licencing matters.
